This register disables the SOUT functionality and all related checks.

This register needs to be set to false so that the SOUT safety function can be commanded.
Disabling the SOUT functionality also disables SOUT activation for SS1 (0x6658 - SS1 Activate SOUT) and STO (0x6643 - STO Activate SOUT).
This registers only exist for evs-safe variants.
